William (Bill) Foster

Chair BE (Chemical), MAICD

Bill Foster is an internationally experienced energy executive with extensive corporate, transaction, financing, development and production experience.

His early international experience included operations in Asia, Africa and Australia for large corporations such as Marubeni Corporation, Chevron and Kufpec.

Following this, some 30 years was spent with Marubeni Corporation as a key Energy Advisor. This senior role with this very large organisation involved the development of their Oil, Gas and LNG business. During this time, a global business was established with Tokyo, London, Houston, Singapore and Perth offices. Mr Foster was a director of Marubeni’s various exploration and production subsidiaries.

Bill’s activities have covered most aspects of the energy industry, across oil, gas and LNG. These activities included the construction of production facilities on Barrow Island and Dongara in Western Australia, exploring and appraising oil fields in Sudan, overseeing offshore drilling operations in Indonesia and China, multiple acquisitions of exploration permits and producing fields in UK North Sea, US deepwater Gulf of Mexico, commercial negotiations for Production Sharing Contracts and arranging reserve based finance for various Marubeni acquisitions.

Bill is a member of the Audit Committee, Remuneration & Nominations Committee and the Risk, Governance & Sustainability Committee.

Gavin Ryan

Non-Executive Director LLB(Hons)

Gavin Ryan is a lawyer with over thirty years’ experience, gained mostly in the oil & gas sector. He has also held commercial, external affairs and government relations roles in his extensive industry career.

He has worked on projects in some thirty countries, primarily as in-house counsel for companies including BP, BHP Petroleum and Shell. His time at Shell included being head of Shell Australia’s upstream legal team, and five years as Associate General Counsel, Global Businesses in The Hague where he led the legal team advising Shell’s global LNG trading business. His most recent in-house role was as General Counsel for PTTEP Australasia, a subsidiary of the Thai national energy company with substantial operated interests in Australia.

Gavin has previously managed his own legal and consultancy practice advising clients in the petroleum, resources, power, engineering and logistics sectors, and is currently Senior Counsel at Hancock Prospecting Group.

He holds a number of directorships of unlisted and not-for-profit corporations.

Gavin is Chair of the Remuneration & Nominations Committee and a member of the Audit Committee and the Risk, Governance & Sustainability Committee.

Russell Delroy

Non-Executive Director 

Mr Delroy is Founder and Portfolio Manager of Nero. His Nero Resource Fund has delivered sector leading returns of ~25% p.a. (+981% absolute return) since its inception in 2013. With over 20 years’ experience in funds management, corporate finance and executive management.

Mr Delroy has a proven track record in unlocking shareholder value through active company engagement. Examples include Capricorn Metals (2019 Board renewal), Warrego Energy (acquired 2023) and Talon Energy (acquired 2023).

Russell is Chair of the Audit Committee.

Will Barker

Non-Executive Director 

Will is a geologist with more than 20 years’ experience in exploration and development of large-scale resource projects in Australia and internationally. He is founder and Executive Director of Western Gas, the developer of the proposed Equus Gas Project in Western Australia.

Will was previously General Manager LNG at Arrow Energy before Shell and PetroChina completed a takeover of Arrow for A$3.5 billion.

Will is Chair of the Risk, Governance & Sustainability Committee and a member of the Remuneration & Nominations Committee.

Philip Huizenga

Chief Executive Officer  

Philip joined Carnarvon in early 2007 as Principal Petroleum Engineer but was promoted to Chief Operating Officer.  He has an extensive engineering background with nearly 20 years in the oil and gas industry encompassing many years of rig exposure on offshore and remote locations and several years reservoir engineering experience.

Philip has worked internationally in Asia and the Americas in a number of engineering and management roles, is a member of the Society of Petroleum Engineers and sits on the Industry Advisory Council to the Department of Petroleum Engineering at Curtin University.

Alex Doering

Chief Financial Officer and Joint Company Secretary  

Alex is a finance executive responsible for the overall financial management of the Carnarvon business, with approximately 12 years of commercial and financial experience. Alex is a Chartered Accountant and an associate of the Governance Institute of Australia with experience in taxation, financial reporting, governance, raising capital and commercial transactions.

Alex jointly performs the Company Secretary role in which he manages Carnarvon’s corporate governance framework and regulatory compliance.

Gavan Sproule

General Counsel and Joint Company Secretary 

Gavan is a senior in-house lawyer and joint Company Secretary with extensive experience in the oil and gas industry, including project execution, operations, product offtake and marketing, intellectual property, deal delivery and corporate advisory.

He has two decades of legal experience, having previously worked in Australia and overseas for Shell, KUFPEC and Tap Oil Limited, as well as in private practice for Ashurst and Corrs Chambers Westgarth.

Gavan holds formal post-graduate qualifications from the Governance Institute of Australia in corporate governance and risk management, with broad risk and compliance experience in both a listed, and unlisted, environment.
